Energy Efficiency Guidlines

It is now part of the building regulations that domestic dwellings have at least some energy efficient lighting. Efficient is defined as "lamps with a luminous efficacy greater that 40 lumens per circuit watt". To put this in context, typical values for different types of lamps suitable for home use are shown in the table below.

Provisions

Reasonable provision should be made for dwelling occupiers to obtain the benefits of efficient lighting. Light fittings must be designed specifically for compact fluorescent lamps. The fitting must include the control gear and whose socket will only accept a fluorescent tube or CFL, both of which have a pin connection rather than a bayonet cap or edison screw.

The number of energy efficient light fittings will be proportional to the size of the dwelling. This means that typically a 3 bedroom house will require 3 energy efficient light fittings. External lights must be provided which take only fluorescent lamps or there must be a daylight-sensing control mechanism to ensure lamps are automatically switched off during the day, or when not required at night.

Summary

The consumer now needs to be aware that when planning to build a new house or extending an existing property, the building regulations now require that a proportion of the light fittings installed must comply with the ammendments to the energy efficiency provisions (part L). It is worthwhile talking to your local planning department for advice. Also your electrical contractor should be able to advise you as to the amount and placement of energy efficient light fittings, in order to comply with the regulations.
